About the Program

The Attainable Housing Initiative supports community-driven solutions that increase access to housing for working families and strengthen rural communities. 

Key program activities include: 

  • Supporting Workforce Housing Solutions – Advancing projects that expand housing opportunities for households earning up to 120% of Area Median Income (AMI). 
  • Building Community Partnerships – Bringing together community organizations, employers, developers, lenders, realtors, and local leaders to create locally driven housing solutions. 
  • Promoting Long-Term Affordability – Supporting approaches that preserve housing affordability while protecting community investment and expanding opportunities for homeownership. 
  • Developing Replicable Models – Identifying strategies and lessons that can help other rural communities address housing challenges and support workforce development. 

Featured Initiative: Raymond, Washington

One example of this work is the Raymond Attainable Housing Initiative in Pacific County, Washington. 

Developed by Weyerhaeuser in partnership with Coastal Community Action Program (Coastal CAP), the project was created to address a critical shortage of attainable workforce housing in the region. The initiative focuses on households earning up to 120% of the median income in the Raymond area, and aims to create pathways to homeownership while supporting workforce stability and economic growth.

Key elements of the initiative include: 

  • Development of 13–15 attainable homes, including options for single-family and duplex units. 
  • Homebuyer education and financial literacy support. 
  • Assistance navigating mortgage and financing options. 
  • Collaboration among local builders, lenders, contractors, and real estate professionals. 
  • Long-term affordability through 20-year resale covenants. 

The project was identified through Weyerhaeuser’s Thrive program, which supports community-driven solutions in rural communities. The Raymond Attainable Housing Initiative demonstrates how public, private, and nonprofit partners can work together to address housing challenges and support workforce stability.

Looking Ahead
